Bulk regenerate signed upload links for assets in status pendingUpload.
Marks every existing file on each asset `pendingDelete` and mints a fresh multipart upload URL set so the client can re-upload the original. Requires `canRepairAssets`. Per-asset failures are reported inline (`status: 'error'`) rather than failing the request.
