Release a staged (unreleased) submission
Flips a submission's status from `unreleased` to `active`, making it visible to reviewers and firing the deferred "new submission" side effects (project-member email, notification, push summary, and system messages in the creator + reviewer project chats). Requires `canUpdateSubmission`. Returns `submissionNotUnreleased` (400) if the submission isn't in the `unreleased` state.
